Rule of Law – Justice in Kosovo

Claudia Fenz is a judge for the UN Mission in Kosovo. During a court procedure against young Albanians accused of having participated in a heavy assault incident, where a whole group of villagers watched or participated in the killing of two Serbs, Judge Fenz learns of the existence of a local council of village elders who arbitrate in cases of conflict. In trying to familiarize herself with the local customs, Carola Fenz encounters an existing traditional jurisdiction in contrast to the rule of law pursued by UN jurisdiction. The film follows the court proceedings up to the last session in which the verdicts are pronounced and reflects the background of apparently differing ethical standards.
